ABOUT US

The Association was established in 2016 for the charitable purpose of promoting or protecting human rights for the public benefit to perpetuate the memory of Julian David Wagner, barrister, musician and passionate supporter of humanitarian and social justice.  Our major focus is on education, human rights and promoting or opposing changes to law, policies or practices.

We advance education, including by:

1.    promoting education for the community as a whole about capital punishment and

2.    providing opportunities for Australians to volunteer in overseas capital defense offices.

We advance human rights, including by:

  • providing effective representation and humanitarian aid to individuals facing the death penalty and

  • promoting human rights generally.

We promote or oppose changes to law, policy or practices, including by:

(a) providing public policy advocacy opposing capital punishment;

(b) raising awareness of capital punishment; and

(c) supporting ongoing and strategic anti-death penalty campaigns.

  • Stephen Keim, SC, Patron

    Founding member of Higgins Chambers. Stephen also practises from Republic Chambers, Salamanca Place, Battery point. Before being called to the Bar, Stephen was a partner at O’Mara, Patterson and Perrier, solicitors in Brisbane.

  • Marshall Irwin, President

    Marshall was formerly a Judge of the District Court and Chief Magistrate of Queensland. He is a former commissioner of the Crime and Corruption Commission and is involved in a number of social justice initiatives.

  • Karen Garner, Vice President

    Karen Garner serves as a member of the Personal Injury Commission (NSW) and has also served as a member of the Queensland Civil and Administrative Tribunal, the Mental Health Review Tribunal (Qld) and the Workers Compensation Commission (NSW). As a barrister-at-law, she has practiced significantly in workplace relations law, employment law, discrimination law and related areas.

  • Sarah Bradley, AO, Treasurer

    Sarah is a former District Court and Childrens Court Judge. Sarah was awarded an Officer of the Order of Australia for 'for distinguished service to the law, and to the judiciary, to women in the legal profession, and to the community'. Sarah is an Ambassador for the Capital Punishment Justice Project.

  • Phoebe Haywood, Secretary

    Phoebe Haywood works in education policy and regulation, and is studying her Bachelor of Laws.

  • Richard Galloway, Member

    Richard is a Brisbane barrister. Richard practises in the areas of family and relationships law, succession, wills and estates, and alternative dispute resolution.

  • Angela Setterlund, Member

    Angela is a researcher who completed her PhD at the University of Queensland on the use of the death penalty for drug crimes in Southeast Asia.

  • Georgina Morgan, Member

    Georgina is a Brisbane barrister.
