Malaysian citizen on death row in Singapore

The family of Pannir Selvam a/l Pranthaman were advised yesterday that his execution has been scheduled for this Thursday 20 February in Singapore.

 Pannir is a 38-year-old Malaysian national who was sentenced to the mandatory death penalty in 2017 for importing 51.84 grams of diamorphine (heroin) into Singapore. While the judge in Pannir’s case found he acted as a ‘courier’ under s33B(2)(a)(i) of the Misuse of Drugs Act, having only transported the drugs, the Public Prosecutor did not provide Pannir with a Certificate of Substantive Assistance (CSA), thus requiring the judge to impose a mandatory death sentence. If Pannir’s execution proceeds this week, he will be the fourth person executed in Singapore this year and the 29th since executions resumed in March 2022. All but two of these executions are for drug-related offences.
